The industrial city's economy used to depend on truck and car manufacturing until state-owned enterprises began mass layoffs in the 1990s. Many laid-off workers have entered the food industry, setting up roadside shops and selling luosifens. By the beginning of this century, they had established several luosifen factories and a chain of restaurants.

Now, the liuzhou snack has achieved standardized production and rapidly expanded to meet the needs of diners across the country. To maintain high quality, the Liuzhou city government-run luosifen Association regulates the ingredients associated with a flavor, which every manufacturer must meet. Liuzhou has an industrial park of river luosifens with dozens of factories, each serving multiple food brands. The park produced $2 billion in luosifens last year. "The current river luosifen supply chain is highly automated," said an engineer. It used to be a highly labour-intensive job, but now workers just need to keep the machines running and do all the work." Without government support, liuzhou luosifens would not have become as popular as they have become in China. Factories in the industrial park enjoy corporate tax reductions and subsidies for utilities such as water and electricity. In 2020, the local government established the Luosifen Industrial College. Liuzhou city also built a river luosifen town on the outskirts and held a river luosifen town cultural festival in the scenic area every year.

In a new office building, marketers are hard at work. They face fierce competition not only from their peers, but also from specialty snacks from other provinces.
